Executive Order – Extending expiration date of license

Effective March 27, 2020, pursuant to Executive Order 202.11, any license issued by the Division of Licensing Services or New York State Athletic Commission, that expires after that date, shall remain in effect until July 5, 2021. Further, the Appraisal Subcommittee of the Federal Financial Institutions Examination Council, has advised that appraisers within New York have been granted a 90-day deferment for meeting continuing education requirements. Any license holder that is eligible to renew and does not need the extension is encouraged to do so; all other license holders may rely on the above extensions. IF YOU ARE HAVING DIFFICULTY FINDING AN AVAILABLE CONTINUING EDUCATION COURSE, PLEASE CONTACT THE DEPARTMENT AT (518) 474-4429. ALL REQUIRED CONTINUING EDUCATION MUST BE COMPLETED ON OR BEFORE July 5, 2021.

Please note licensees who submit a renewal after the expiration date printed on their license but by July 5, 2021 will see a change in their license term dates upon renewal, however, our office will maintain a record of the EO extension and your license will considered continuous licensure for this period.

Customer Service Center Updates

The Department of State’s Customer Service Centers remain closed for in-person visits due to COVID-19, with a few exceptions:

  • Appointments for Urgent Apostille Requests. Individuals who have a priority request based on travel plans within two weeks may schedule an appointment to have their documents completed at our Albany or New York City customer service office. Please call (518) 474-4429 to make the appointment or send an email with this priority request to [email protected].  Please provide travel documentation and include ‘Apostille Priority’ in the subject line of email.  You will be contacted with date and time of appointment. You will need to bring copies of travel documents with you.
  • When arriving for your appointment, only the customer will be allowed in the office unless another person is needed to complete the transaction, for example, a parent/guardian of a minor or an interpreter. All others will be required to wait outside of the office.
  • You must always wear a face covering and maintain 6 feet from others in the office whenever possible. 

The Department of State continues to provide services to customers online, through mail and phone. Please see below list for how to obtain services online, through mail or telephone.

 

Apostille or Certificate of Authentication
  • Customers seeking Apostille and Certificate of Authentication services are to mail their requests to the following address:

* Please note: Due to the large volume of mail in requests, please allow for additional processing time before checking on the status of your Apostille or Certificate of Authentication request.

To renew your license, please visit the Licensing Renewal webpage and find your applicable license. To submit a first time application, please visit the Licensing Services webpage and select the specific license you are interested in.

Administrative Hearings

Administrative hearings have resumed in New York City, Buffalo and Albany at specific appointment times only and with strict safety protocols. In response to the COVID-19 virus public emergency, many administrative hearings are being conducted virtually. All parties are strongly encouraged to contact the Office of Administrative Hearings to confirm whether an upcoming hearing will be conducted in the office or virtually. Thank you for your patience and consideration during this unprecedented time.

Examination Updates

The Division is currently offering all examinations  based on established schedules and following all established recommended guidelines and safety requirements to prevent the spread of COVID-19.  Accordingly, all exam sites will reduce capacities to ensure that the recommended six-foot social distancing standards are followed.  For the immediate future, in order to effectively manage these standards, all written exams will require the exam candidate to schedule their exam date prior to appearing for an exam. Written Examination Updates:

Real Estate and Appearance Enhancement exam candidates may view available exam dates through their online account. Our office will be adding dates to the schedule as they become available in various regions of the State.

Walk-in written exam candidates should refer to the Written Examination Information and Schedule posted on Licensing Services’ website to view exam information. Exam schedules with dates and locations and instructions are posted on our examination information pages.

Practical Examination Updates:

Practical exam candidates, whose exam were cancelled, received notification of their exam cancellation by email. Candidates will be rescheduled for their next exam by our office when exams in their region have been restored. Appearance Enhancement and Barber candidates must monitor their online account for their new exam date.

As exams are restored in each region, candidates with cancelled exams will be re-scheduled prior to allowing new candidates to register for exams. Candidates who did not have an exam cancelation should view available dates through their online account.  Our office will be adding dates to the schedule as they become available in the various regions of the State. Hearing Aid Dispenser candidates will receive notification of their practical exam date by mail.
