Executive Order – Extending expiration date of license

Effective March 27, 2020, pursuant to Executive Order 202.11, any license issued by the Division of Licensing Services or New York State Athletic Commission, that expires after that date, shall remain in effect until June 9, 2021. Further, the Appraisal Subcommittee of the Federal Financial Institutions Examination Council, has advised that appraisers within New York have been granted a 90-day deferment for meeting continuing education requirements. Any license holder that is eligible to renew and does not need the extension is encouraged to do so; all other license holders may rely on the above extensions. IF YOU ARE HAVING DIFFICULTY FINDING AN AVAILABLE CONTINUING EDUCATION COURSE, PLEASE CONTACT THE DEPARTMENT AT (518) 474-4429. ALL REQUIRED CONTINUING EDUCATION MUST BE COMPLETED ON OR BEFORE June 9, 2021.

Please note licensees who submit a renewal after the expiration date printed on their license but by June 9, 2021 will see a change in their license term dates upon renewal, however, our office will maintain a record of the EO extension and your license will considered continuous licensure for this period.

COVID-19 Update

While the Department of State’s Customer Service Centers remain closed for in-person visits due to COVID-19, the Department of State continues to provide services to customers remotely. Please see below list for how to obtain services through mail or telephone.

 

Apostille or Certificate of Authentication

Cemeteries

Modified Cremation Authorization

Effective April 30, 2020, the Division of Cemeteries has modified its Authorization for Cremation and Disposition to include the following optional language, to be initialed by the person authorizing the cremation upon completion of the form:

“I/we hereby authorize the named funeral director to provide for delivery to and cremation by an alternate crematory, if deemed necessary in the opinion of the funeral director, and to amend this form to provide the correct name and address of such alternate crematory.”

This form is in effect immediately. If that box is initialed, a New York crematory may accept the remains for cremation even if the name of another crematory initially appeared on the Cremation Authorization. This change applies only to cremations authorized by the modified form. Instructions for completing this form are available here.

Administrative Hearings

Administrative hearings have resumed in New York City, Buffalo and Albany at specific appointment times only and with strict safety protocols. In response to the COVID-19 virus public emergency, many administrative hearings are being conducted virtually. All parties are strongly encouraged to contact the Office of Administrative Hearings to confirm whether an upcoming hearing will be conducted in the office or virtually. Please contact the Office of Administrative Hearings by email at [email protected] or by telephone at 518-486-6423 to confirm where to appear for your hearing or to request an adjournment. Thank you for your patience and consideration during this unprecedented time.

Examination Updates

The Division is currently offering all examinations  based on established schedules and following all established recommended guidelines and safety requirements to prevent the spread of COVID-19.  Accordingly, all exam sites will reduce capacities to ensure that the recommended six-foot social distancing standards are followed.  For the immediate future, in order to effectively manage these standards, all written exams will require the exam candidate to schedule their exam date prior to appearing for an exam. Please visit the below link before attending your scheduled exam. 

Written Examination Updates:

Scheduled written exam candidates, whose exams were cancelled, (Real Estate, Appearance Enhancement and Barbers) received notification of their exam cancellation by email. Candidates will be rescheduled for their next exam by our office when exams in their region have been restored. Appearance Enhancement and Real Estate Salesperson and Broker candidates must monitor their online account for their new exam date. If the rescheduled date and time is not acceptable, candidates may reschedule their exam through their online account up to six days before the new date.

As exams are restored in each region, candidates with cancelled exams will be re-scheduled prior to allowing new candidates to register for exams.  Candidates who did not have an exam cancelation should view available exam dates through their online account.  Our office will be adding dates to the schedule as they become available in the various regions of the State.

Walk-in written exam candidates should refer to the Written Examination Information and Schedule posted on Licensing Services’ website to view exam information. Exam schedules with dates and locations and instructions are posted on our examination information pages.
