Division of Administrative Rules

Our Mission

The Division of Administrative Rules supports New York State’s rulemaking process by publishing the New York State Register and the New York Codes, Rules and Regulations; as well as providing vital publication services to the Department of State.

Core Services

The Division of Administrative Rules (DAR) is the repository for all rule making for the entire State of New York as well as supporting New York State’s rule making. DAR produces the weekly State Register that provides information on the rule making activities of State agencies.  On a weekly basis, DAR publishes the NYS Register list of rules that NYS agencies are considering proposing for adoption.

DAR compiles and publishes bi monthly; the Official Compilation of the New York Codes, Rules and Regulations (NYCRR) as well as information on the Great Seal of New York, the State Constitution, and other official State documents.

DAR is the forms and publications control office for the Department of State. They also provide vital publication services to all divisions within DOS.  These services include creation and adaptation of forms and publications for accessibility and application on the DOS web page; department posters and signage; as well as facilitation of translated forms and publications per the Governor’s Language Access Program.
