Overview
The City of Plattsburgh Local Waterfront Revitalization Program (LWRP) covers a waterfront revitalization area (WRA) that encompasses segments of Lake Champlain and the Saranac River, which are designated inland waterways. The City of Plattsburgh WRA includes the Municipal Beach, Bay Marina, Point Historic District, and the waterfront area of the former Plattsburgh Air Force Base. There is an area of land south of Rugar Street, north of the Saranac River, and east of I-87 which the City has recently annexed from the Town of Plattsburgh that is also part of the WRA.
The City of Plattsburgh LWRP provides a comprehensive framework within which critical waterfront issues will be addressed and consists of a locally prepared comprehensive land and water use plan for the City’s public and developed waterfront resources and associated local laws and management structure that help the city implement its approved LWRP.
The City of Plattsburgh LWRP was adopted by resolution of the City Common Council on May 2, 2024, and approved by the New York State Secretary of State on March 25, 2025, pursuant to Article 42 of the Executive Law.
