The New York State Department of State today announced that a new requirement ensuring cosmetology students receive training in all hair types and textures take effect today, September 1, 2026.

Under the new law, signed by Governor Kathy Hochul, New York’s cosmetology and natural hair styling education programs must include instruction on textured hair and other hair patterns. Training will cover hair and scalp properties, hair care, treatments and styling techniques and other techniques commonly used with textured hair.

The updated curriculum is designed to ensure New York’s future licensed cosmetologists and natural hair stylists have the skills needed to serve all New Yorkers, regardless of hair type or texture. The new instruction will be incorporated into existing training requirements and will not increase the total number of hours required to obtain a license.

“Traditional cosmetology courses historically ignored textured hair, leading salons to turn away clients or undertreat Black customers, but everyone deserves to walk into a salon and know they can receive quality, professional care,” said New York Secretary of State, Walter T. Mosley. “Thanks to Governor Hochul, this new training requirement is an important step toward making sure New York’s beauty enhancement professionals are prepared to work with all hair types and textures. By giving students the skills they need to care for textured hair, we are helping create a more inclusive industry and expanding opportunities for both consumers and professionals.”

Senator Jamaal Bailey said, "Hair is deeply personal. It is linked to our identity, our well-being, and how we show up in the world. Building on our past work with the CROWN Act, which ensured no one faces hair-based discrimination, I am honored to see our continued efforts toward making a more inclusive New York. By requiring comprehensive training on all hair patterns and textures, this Natural Hair Styling license ensures New York’s future beauty professionals are equipped with the skills needed to serve every client with dignity. I thank Governor Hochul, Secretary of State Walter T. Mosley, my colleagues in government, and all those who worked over the years to fight for equity in the beauty space for both consumers and stylists."

Assemblywoman Michaelle C. Solages said, “I know what it’s like to sit in a salon chair and wonder if the person behind me actually knows how to work with my hair. I heard that same story from constituents for years.  That ends today. I want to thank Governor Hochul for signing this bill into law, Secretary Mosley and the Department of State for their work bringing it into effect, and Senator Jamaal Bailey for cosponsoring this legislation. Every new cosmetologist licensed in New York will graduate ready to serve every client who walks through the door, and that is a win for consumers and for the beauty industry alike.”
