New York Secretary of State Rossana Rosado today announced her approval of the Town of Porter Local Waterfront Revitalization Program (LWRP), which provides a step-by-step process to advance the Town’s waterfront planning from vision to implementation. Porter’s LWRP was prepared in partnership with the Department of State and supported by $34,250 in grant funding from the Environmental Protection fund (EPF).
The LWRP is a comprehensive, realistic program for the beneficial use, revitalization, and protection of the Town’s valuable waterfront resources along the Niagara River and Lake Ontario. The program identifies 14 projects that will help the community to become more resilient. The proposed projects protect water quality and shoreline erosion, educate residents and visitors about local environmental issues, and provide for improved public access to the local parks and trails.

We look forward to continuing our partnership with the Town to fully implement the proposed projects to enhance the waterfront along the Niagara River and Lake Ontario.”
The Town of Porter LWRP was adopted by the Town Board on December 14, 2020. The development of the LWRP included input from an advisory committee that met periodically to guide the consultant and provide feedback on drafts. The Town held two public events to ensure a transparent process and keep the public involved. During these events, stakeholders and residents learned about the preparation and goals of the LWRP and provided feedback on waterfront priorities.

Porter Town Supervisor John D. Johnston said, “The LWRP will provide the Town of Porter with a planning tool for appropriate waterfront development and a comprehensive approach to overall waterfront planning such as expanding opportunities for public access to the waterfront, protection of natural resources, economic revitalization, development of recreational trails and preservation of agriculture as a viable component of the local economy.”
The Department of State’s LWRP, funded under Title 11 of the EPF, provides matching grants on a competitive basis to eligible villages, towns, cities and counties located along New York’s coasts or designated inland waterways for planning, design and construction projects to revitalize communities and waterfronts. The DOS Office of Planning, Development and Community Infrastructure works in partnership with waterfront communities across the State through the LWFP focusing on protecting natural and cultural resources, expanding public access opportunities and strengthening the local economy. This program helps communities breathe new life into their underused waterfront assets in ways that ensure successful and sustainable revitalization.
