Overview
The New York State Appearance Enhancement Advisory Committee was established pursuant to General Business Law, Art. 27, Section 403. The Advisory Committee shall advise the Secretary of State on all matters relating to the appearance enhancement business.
Membership
It shall be composed of nine members appointed by the Secretary of State, including one person engaged in the practice of either nail specialty or waxing; two engaged in natural hair styling, one of whom shall be knowledgeable in the practice of styling techniques which place tension on the hair roots; one engaged in esthetics; two engaged in cosmetology; two engaged in training of persons for such practices; and one licensed as a dermatologist. Two each of these members shall be appointed by the Secretary upon the recommendation of the Temporary President of the Senate and the Speaker of the Assembly. Members serve for terms of two years. The Secretary shall designate the Chair.
Members of the advisory committee shall receive no compensation but shall be entitled to actual and necessary traveling and other expenses while engaged in the performance of such member's duties hereunder.

A public hearing pursuant to Chapter 56 of the Laws of 2022 will be conducted at the May 23, 2022, public meeting of the New York State Appearance Enhancement Advisory Committee regarding the proposed resolution authorizing the use of videoconferencing and written procedures governing member and public attendance. The public has the right to attend the public hearing to submit comments or may submit comments prior to the public hearing.
