Overview
The Hearing Aid Dispensing Advisory Board advises the Secretary of State with respect to the promulgation of rules and regulations governing the rights of consumers of hearing aids; continuing education; the content, delivery and evaluation of any examination required as a condition of registration; the standards for advertisements; and procedures that could be used to increase public awareness of how to properly purchase, fit, adjust and use a hearing aid as well as the rights of hearing aid purchasers under State law.
The Board also consults with the Secretary of State, the Commissioner of Education and others to determine the proper level and degree of education for a hearing aid dispenser, the type of degree and proper educational institution to offer such education, and other related issues.

Membership
The Board is composed of thirteen members appointed by the Secretary of State, including one non-audiologist hearing aid dispenser each on the recommendation of the Temporary President of the Senate and the Speaker of the Assembly; one audiologist hearing aid dispenser each on the recommendation of the Temporary President of the Senate and the Speaker of the Assembly; and one otolaryngologist or lay member each on the recommendation of the Minority Leaders in the Senate and Assembly.
Seven members are appointed on the recommendation of the Governor, including two non-audiologist hearing aid dispensers, two audiologist hearing aid dispensers, and three otolaryngologists or lay members. The lay members shall not have derived economic benefit from the business of dispensing hearing aids and shall be knowledgeable about issues related to hearing loss. At least one lay member shall be an individual representing adults over the age of fifty and at least one shall be a hearing aid user.
Payment
The members of the board shall serve without compensation, however, they shall receive reimbursement for their actual and necessary expenses incurred in the performance of their duties.

PUBLIC NOTICE OF MEETING OF THE NEW YORK STATE HEARING AID DISPENSING ADVISORY BOARD AND PUBLIC HEARING PURSUANT TO PART WW OF CHAPTER 56 OF THE LAWS OF 2022
A public hearing pursuant to Chapter 56 of the Laws of 2022 will be conducted at the June 2, 2022, public meeting of the New York State Hearing Aid Dispensing Advisory Board regarding the proposed resolution authorizing the use of videoconferencing and written procedures governing member and public attendance. The public has the right to attend the public hearing to submit comments or may submit comments prior to the public hearing.
