Planning, Development & Community Infrastructure

The Office of Planning, Development & Community Infrastructure (OPDCI) is the State’s official land and water use planning and community development entity.

Funding & Bid Opportunities

The Department offers various grant funding opportunities to help bolster New York’s communities and vulnerable citizens. These opportunities range from helping local governments revitalize their communities and reconnect to their waterway through the Environmental Protection Fund Local Waterfront Revitalization Program. The Department also offers the Brownfield Opportunity Area program for communities interested in redeveloping brownfields, and more!

PROGRAMS

New York State's Downtown Revitalization Initiative (DRI) is a cornerstone of the State's economic development program. The DRI transforms downtown neighborhoods into vibrant centers that offer a high quality of life and are magnets for redevelopment, business, job creation, and economic and housing diversity.

Governor Hochul announced the creation of the NY Forward (NYF) program to invigorate and enliven downtowns in New York’s smaller and rural communities—the type of downtowns found in villages, hamlets and other small, neighborhood-scale municipal centers.

The Coastal Management program includes regulatory, financial, and technical assistance for the protection of coastal resources.
Under Governor Kathy Hochul’s leadership, New York passed the $4.2 billion Clean Water, Clean Air and Green Jobs Environmental Bond Act (Bond Act) in 2022.
