State Coastal Management Program

Overview

The State Coastal Management Program (CMP) provides a framework for federal and State agency decision-making which affects the coastal area. It provides statements of policies to which agencies must adhere and serves as a reference for local government action in the coastal area. Policies promote the beneficial use of coastal resources and prevention of their impairment, and management of major activities substantially affecting coastal resources.

A FRAMEWORK FOR DECISIONS AFFECTING NEW YORK'S COAST
Plan

The NYS Coastal Management Program describes the boundaries of the State Coastal Area; explains how the State coastal uses and resources will be managed; identifies resources and concerns; and provides a set of enforceable policies to be followed by State and Federal Agencies  when undertaking actions that may affect these uses and resources.

Policies

State Coastal policies are statements that either promote the beneficial use of coastal resources, prevent their impairment, or deal with major activities that substantially affect numerous resources. State agencies are required to adhere to each policy statement as much as is legally and physically possible. No policy applies to the exclusion of the others.
