State Energy Conservation Construction Code


Overview

The Energy Code, which took effect on January 1, 1979, mandates that “economically reasonable energy conservation techniques be used in the design and construction of all public and private buildings in the state”. The Energy Code is applicable in every part of the State. Similar to the Uniform Code, the Energy Code consists of certain regulations and adopted referenced standards. The majority of the Energy Code is contained these referenced standards, which includes the International Energy Conservation Code (IECC). Click here to access the IECC. Regulations

New York Codes, Rules and Regulations (the “NYCRR”) contain all of New York State’s Agency rules and regulations adopted under the State Administrative Procedure Act (SAPA). The State Register plays a central role in New York's rule making process. It contains proposed amendments to Agency rules and provides the public with an opportunity to comment on these amendments before an Agency adopts them. More Restrictive Local Standards

Energy Law §11‐109 authorizes municipalities to promulgate local energy conservation construction codes that are more stringent than the Energy Code, including but not limited to, requirements for mandatory energy efficiency testing and ratings.
