The DBSC provides technical support on the Uniform, including clarifications, conditions or practices affecting the Codes, via technical bulletins and code interpretations.

DBSC staff members providing technical assistance have backgrounds in code enforcement, architecture, and civil, fire protection, mechanical, and structural engineering.

The Energy Code Services Unit provides technical support on the State Energy Code, including clarifications, conditions, or practices pertaining to the Energy Code of New York State. The Energy Code Services Unit does not provide technical support on provisions of more restrictive local energy codes adopted by municipalities in accordance with Section 11-109 of Energy Law. Contact the municipality directly with questions pertaining to provisions of a locally adopted more restrictive energy code.

The Technical Support Unit does NOT approve Factory-built homes and buildings (Modular buildings), certify manufacturers, retailers, installers, and mechanics of manufactured homes (HUD Code Homes), or variances.

Code Development Unit: Serves as Secretariat to the State Fire Prevention and Building Code Council (Code Council), which is responsible for amending and maintaining the Uniform and Energy Codes. The specific process for amending the code is outlined in the NY State Administrative Procedures Act. The Code Council is also empowered to review petitions from local governments for higher or more restrictive local standards (MRLS). The Secretary of State is authorized and empowered by Section 376(4) of Article 18 of the Executive Law and by Section 103(4) of Article 11 of the Energy Law, to issue written interpretations of the Uniform Code and the Energy Conservation Construction Code, respectively, upon written request of a permit applicant (or authorized representative) or an official responsible for the administration and enforcement of the provisions of such code.

Subsequent enforcement of the Code shall be consistent with such written interpretations.
